The Hubei Provincial Department of Commerce and Wuhan Customs jointly issued an announcement on several measures to promote cross-border trade facilitation on the 29th, from optimizing customs clearance procedures, improving the level of informatization application, clearing and standardizing corporate fees, promoting the development of new business formats, and enhancing corporate service efficiency Five other aspects have formulated 25 support measures to further optimize the business environment at ports and enhance the facilitation level of cross-border trade in Hubei.
Among them, in terms of optimizing the customs clearance process and improving the efficiency of customs clearance, specific measures include reducing the time for quarantine approval, reducing the documents accompanying import and export declarations, and canceling the "photographs of goods and their packaging that legally exercise intellectual property rights". In addition, promote the "direct delivery and direct loading" customs clearance model, according to the needs of enterprises, allowing import and export goods to be declared in advance. When the goods arrive at the port, the goods will be diverted according to customs instructions, and the goods that do not need to be inspected can be directly lifted or shipped.
In terms of improving the level of informatization application, fully optimize the online application function of China (Hubei) international trade "single window" supervision certificate, enhance the "single window" cross-border financing function and service level, relying on the "remote operation support platform" and " The "Smart Verification" system implements remote supervision and provides one-stop customs clearance logistics information services for market entities.
In order to promote the development of new business formats, the announcement proposes to build a batch of provincial-level cross-border e-commerce industrial parks, identify a batch of provincial-level public overseas warehouses, provide policy support for construction and operation enterprises, and explore "cross-border e-commerce + express mail" The new model of export supervision has realized the rapid development of Hubei's cross-border e-commerce B2B export business.
Since last year, under the background of normalized epidemic prevention and control, Hubei's economy and society have recovered in an all-round way, and foreign trade has continued to improve. According to official data from the Hubei Provincial Department of Commerce, Hubei's foreign trade will grow against the trend in 2020, and the annual import and export volume will be 429.41 billion yuan (RMB, the same below), a year-on-year increase of 8.8%. Among them, the import and export volume of cross-border e-commerce reached 2.45 billion yuan, a year-on-year increase of 92.4%.
According to customs statistics, from January to May this year, Hubei's import and export volume was 20.04 billion yuan, a year-on-year increase of 54.8%. According to the plan, this year the province will highlight key industries such as agricultural products, anti-epidemic materials, "home economy", electromechanical, textile and clothing, light industry, chemical industry, etc., and explore Europe, the United States, Japan and South Korea, countries and regions along the "Belt and Road", RCEP (regional comprehensive Economic Partnership Agreement) and other key markets.
