At a press conference held by the State Information Office on the development of industrial communications industry in the first half of 2019, Mr. Huang Libin, Director-General and Spokesperson of the Coordination Bureau of Operation Monitoring of the Ministry of Industry and Information Technology, said that manufacturing industry was the foundation of a country and a strong country, and regarded it as an important support for steady growth. The Ministry of Industry and Information Technology deepened its decline. The eight-character policy of "consolidation, enhancement, promotion and unimpeded" should be implemented, and efforts should be made to strengthen, innovate, optimize the structure, promote integration, strengthen enterprises and optimize the environment so as to promote the high-quality development of manufacturing industry.

One is to strengthen the technological innovation capability of manufacturing industry, adopt the new mechanism of "publishing and leading", organize and carry out the publishing of key tasks of new generation AI industry innovation, and speed up breakthroughs in key areas. Four national manufacturing innovation centers, including Intelligent Network United Automobile, Rail Transit Equipment, Agricultural Machinery Equipment and Advanced Functional Fiber, have been approved and constructed this year. A total of 13 national manufacturing innovation centers have been approved and 107 provincial manufacturing innovation centers have been identified. Around the "four bases" of industry, a "package" of breakthroughs and "one-stop" applications have been carried out to continuously improve the basic capabilities of industry.

The second is to promote the optimization and upgrading of industrial structure. We will vigorously promote technological transformation of enterprises and promote digitalization, networking and intelligent upgrading of traditional industries. Implementing green manufacturing projects to promote the development of key areas such as vehicle networking, robotics, intelligent voice, etc. Policy documents such as "Action Plan for the Development of Vehicle Networking (Intelligent Networking) Industry" and "Robot Industry Development Plan" were issued, which supported the establishment of Jiangsu (Wuxi) Pioneer Area for Vehicle Networking and approved the establishment of Shanghai (Pudong New Area). Artificial intelligence innovation application pilot area, innovation cluster cultivation methods, organization of public bidding, cultivation of a number of advanced manufacturing clusters.

Third, enhance the level of integration and development. Intelligent manufacturing engineering will be implemented in depth, a number of benchmarking enterprises will be nurtured, national intelligent manufacturing standards will be popularized and applied, and solutions suppliers of intelligent manufacturing systems will be developed and strengthened. We will further promote "Internet +" and "intelligence +" to give energy to the transformation and upgrading of manufacturing industry. We will implement the digitized transformation of manufacturing industry and accelerate the construction of the standards system for integration of industrialization and modernization and the promotion of conformity with the standards. Promote the application of big data and pilot demonstration, select 94 outstanding cases with industry representativeness and demonstration, and promote about 50 enterprises to complete data management capability maturity assessment.

Fourth, support the development of small and medium-sized enterprises, implement the Law on Promoting Small and Medium-sized Enterprises, implement various policies and measures to promote the development of small and medium-sized enterprises, improve the construction of public service platform for small and medium-sized enterprises, cultivate more specialized and new "Little Giant" enterprises and individual champion enterprises, and announce the first 248 specialized and new "Little Giant" enterprises. List, carry out action plans to promote the financing and development of large and medium-sized enterprises, and enhance the professional ability and level of small and medium-sized enterprises.

Fifth, create a good environment for development. The VAT tax rate of manufacturing industry has been reduced from 16% to 13%. Guidelines for promoting the healthy development of SMEs have been issued and implemented. Special actions have been organized to clean up the SMEs in arrears to private enterprises. Policies and measures have been implemented to support the development of manufacturing industry through financial support, and industrial integration has been promoted as a pilot project. Strategic cooperation agreements have been signed with China Pacific Group, China Construction Bank and other financial institutions to deepen the high-quality development of manufacturing industry. The general manufacturing industry has been fully opened to the outside world by defining the timetable for the opening of automobiles, eliminating the restrictions on foreign investment in the smelting links of rare earth mineral resources, the production of rice paper and ink ingots.
